Emergency Operations Centers (EOCs)

Emergency Operations Centers (EOCs) play an important role in the management of large and small incidents across Canada. EOCs promote the distribution of funds and information across organizational lines by bringing together representatives from various organizations. EOCs come in all shapes and sizes, with some supporting multiple disciplines in a single jurisdiction and others supporting a single competence across multiple countries. They are all run by different authorities and have different resources and activities. EOC Skillsets provides a flexible method for EOCs that allows you, as an EOC leader, to adapt qualifications to the needs and requirements of your organization. This EOC Skillset User Guide is intended for EOC leaders, private and non-profit organizations, and government officials at all levels (NGOs). It explains what EOC capabilities and knowledge are and how they can be used to create EOC Task Books (PTB) to support EOC personnel credentials and accreditation.

The Emergency Operations Center plays a vital role in managing incidents large or small. Each EOC is responsible for a certain area or jurisdiction, these jurisdictions have their own specific geographical terrain, local demographic, and disaster susceptibility or vulnerability. Effective communication is key to success for all EOCs across the nation, but each of those units has its own challenges. Different EOCs require different coordination some work in multiple jurisdictions, while others only concentrate on their own community. EOC manages chaos, “these ad hoc teams form a county-level EOC from a wide range of organizations, including local government,  fire, police, hospital, utility, and Red Cross representatives” (Militello, et al, 2017). The EOC facilitates teamwork by meticulous coordination. The EOC must coordinate resources and assets between local government, Non-Government Organizations (NGOs) which are churches and non-profits like the American Red Cross, and local emergency responders and services. Maintaining the same knowledge, awareness level, and maintaining equal workloads is challenging when dealing with so many agencies locally, and in other jurisdictions. Special or uncommon situations call for relying on different agencies sometimes, it is important not to assume they have the same understanding of the situation, communication is critical for operational success.

The EOC organizational structure

            The chain of command can vary based on organizational structure. NIMS is guidance, but the incident commander or EOC leader can choose an organizational structure best suited for the emergency event. “There is considerable variation in how different EOCs align resource management functions between sections and positions, though the EOC Director generally oversees the entire resource management process. This example shows how the resource management skillsets align with sections in some common EOC organization structures” (FEMA, 2018).
