Last year I gave members of our Senior Team a copy of a book titled;
“IF DISNEY RAN YOUR HOSPITAL”

This book has made the health care rounds in America for years.

Please allow me to share what I believe it is much needed for all healthcare workers by highlighting excerpts from the book. It is something I encourage all of my employees to not only read, but to think about every time they provide service or assistance to one of our patients.

This is an effort to boost our team’s morale and make our hospital a better environment for patients

4
The New Roseland Community Hospital
Please help us provide a “Disney” experience

To help our patients have as pleasant experience as possible, all employees should think about and implement the thoughts presented below. According to the book; “IF DISNEY RAN YOUR HOSPITAL,” these steps are followed by every employee, making their workplace someone will pleasantly remember and revisit.

5
SAFETY
The primary focus of every New RCH employee should be SAFETY. Please be constantly aware of all of our patients, visitors and other employees’ SAFETY. Remember this quote from the book;
“ONLY WHEN THINGS DO NOT SEEM SAFE DO CUSTOMERS NOTICE.” (Page 27)

6
COURTESY
COURTESY is not a given, but should always be given. All New RCH employees should greet and treat each patient as though you were treating their own family member. Being a patient in a hospital can be a traumatic experience and you would be surprised by the positive effect of a simple smile.

7
SHOW
“SHOW,” the book says, “RELATES TO EVERYTHING THAT MAKES A SENSORY IMPRESSION.” Picking up a piece of paper, finding a wheelchair to help a patient, assisting a patient with transportation and the list can go on and on.
The most important credit we can earn in our jobs is “approval” from our patients.

8
EFFICENCY
New RCH employees need to take ownership in their jobs. Dedication and dependability are key values to a successful work environment. We are here for one reason, to help others become healthy or maintain their health.

Make Your Bed by Admiral William H. McRaven
“In Kandahar province, Afghanistan, a non-commissioned officer from a Female Engagement Team senses something isn’t right and directs infantry the platoon away from a five-hundred-pound IED, saving the lives of a dozen soldiers.
But, if you think about it, not only where those soldiers saved by the decisions of one person, but their children yet unborn were also saved.
Generations were saved by one decision, by one person.

13
The Oral Health Need

According to the Chicago Community Oral Health Forum, co-created by the Heartland Alliance for Human Need and Human Rights, “the need is great with nearly 42% of people in the Chicago area suffering from inadequate dental care due to lack of insurance or affordable options.” The CCOHF further states that “oral health care is the last frontier of community-based health care, and the greatest unmet health need in Chicago’s low-income communities.” In a 2006 study conducted by Chicago’s Mount Sinai Hospital, Dr. Steve Whitman stated that 33% of the people surveyed did not obtain needed dental care recommended “because they could not afford it.”

13

14
The Oral Health Need

The American Medical Association published a study titled “Disparities in Children’s Oral Health and Access to Dental Care” that states; “Only one in five children covered by Medicaid received preventive oral care for which they are eligible. Children from low-income and minority families have poorer oral health outcomes, fewer dental visits, and fewer protective sealants.”

14

15
The Oral Health Need

Additionally, the AMA continued, “Childhood oral disease has significant medical and financial consequences that may not be appreciated because of the separation of medicine and dentistry. The infectious nature of dental caries, its early onset, and the potential of early interventions require an emphasis on preventive oral care in primary pediatric care to complement existing dental services.”

On June 26, 2013, prior to taking over as Roseland Community Hospital’s Chief Restructuring Officer, Tim Egan was quoted in Crain’s Chicago Business as saying; “Having access to health care is critical to (the Roseland) community,” Mr. Egan said in an interview. “What form of health care is the question? The hospital is going to have to change itself to meet the needs of the health care world.”

Phase Two 2020-2021

5
COVID Care Center (Outpatient)
Since April 1 of 2020, the New RCH has been the leader of COVID-19 testing on the Southside of Chicago.
Using both PCR (nasal swab) and Serology (blood test) screening capabilities, the New RCH has tested over 15,000 people.
Including thousands of first responders; Chicago Police, Chicago Fire, Cook County Sheriffs, Cicero Police, and even employees of a large, essential manufacturer.

6
COVID Care Center (Outpatient)
The New RCH Drive Through and Walk Up Testing program is available to the Greater Roseland Community and open testing takes place Monday through Friday and weekend testing is available by appointment.
The New RCH Lab utilizes FDA Authorized Serology testing through Diazyme and these tests focus on history of infection and levels of antibodies. Known as IgG and IgM, each of these “sensitivities” has its own FDA Emergency Use Authorization (EUA).

7
COVID Care Center (Outpatient)
The COVID Care Center Outpatient Clinic offers follow up testing for positive patients, physical examinations, chest X-rays and Return To Work evaluations.

8
Adult Behavioral Health Unit (Inpatient)
The New RCH is at the crossroads of limited access to behavioral health services, drug addiction and trauma.
While currently operating an Adolescent Behavioral Health Unit, the need to expand Adult Inpatient beds is eminent. Especially with the COVID Pandemic.
With 12 Adult Inpatient beds, the NEW RCH will extract Adult Behavioral patients from overutilizing the ED. The expected patient census in the new Adult unit will be 1,825 patients per year.

9
Wound Healing Clinic (Outpatient)
Prior to the COVID-19 Pandemic, the New RCH Advanced Wound Healing Clinic was seeing patients in an Outpatient setting in Phase 1 of the Transformation Plan.
The clinic volume, like all healthcare services, has slowed considerably.
When it is back up and running with full services that will include hyperbaric chambers, we will be treating serious wounds for over 500 patients per year.

10
Infusion Center (Outpatient)

11
Infusion Center (Outpatient)
New RCH Infusion Center: ONCOLOGY
Many of the New RCH cancer patients struggle to access infusion treatments and lose their rotations at private providers when they are unable to keep their appointments due to illness, transportation, etc.
Oncology uses medication and treatment to attack cancer cells that breakaway and travel through the lymph system or bloodstream. The treatment is provided in an outpatient setting following the individualized patient’s plan of care.
The New RCH Infusion Center will treat approximately 1,000 patients per year.

12
Sickle Cell Anemia Clinic (Outpatient)
WHAT IS SICKLE CELL
An inherited group of disorders where red blood cells contort into a sickle shape. The cells die early, leaving a shortage of healthy red blood cells (sickle cell anemia), which can block blood flow causing pain (sickle cell crisis). Infections, pain, and fatigue are symptoms of sickle cell disease. Treatments include medications, blood transfusions, and rarely a bone-marrow transplant.
The New RCH Infusion Center Medical Director, Dr. Adab, is currently treating 300 Sickle Cell Anemia patients in a “suburban” location. The new center will allow ease of access to treatments where these patients live in the Greater Roseland Community.

13
MRI

14

For far too long, the Greater Roseland Community has been forced to seek advanced healthcare service far outside its own neighborhood.
MRI services are desperately needed by NEW RCH Physicians to properly diagnose their patients and those patients should not be put on long waiting lists and be overburdened with having to use unreliable public transportation to get an MRI.
The New RCH will add a mobile MRI unit to its ED structure (power already secured) and will provide diagnosis for approximately 1,825 patients per year.

Discussion will define the alphabet soup of regulatory agencies:
The Joint Commission (TJC), HFAP, IDPH, CMS, etc.
Operations of Public Hospitals: Session 3

HFAP
Healthcare Facilities Accreditation Program (HFAP) is authorized by the Centers for Medicare and Medicaid Services (CMS) to survey all hospitals for compliance with the Medicare Conditions of Participation and Coverage.

https://www.hfap.org/

HFAP
The HFAP Difference
HFAP is user friendly
Our standards manual is clear and easy to read, and our accreditation requirements are clearly tied to the corresponding Medicare Conditions of Participation.
Successful accreditation is based on the facility’s ability to correct deficiencies so there is no downside to discovery of issues during the survey process.

HFAP
HFAP is educationally focused Our surveyors are experienced health care professionals who understand the many complexities of a health care facility and help make the survey process more realistic and educational.
If a deficiency is identified, our surveyors are able to draw from their experience and offer practical solutions, usually on the spot.

HFAP
HFAP is cost effective. The fee for HFAP accreditation is straightforward and because our standards are so clearly written, additional consultations and workshops are available, but not required.
HFAP accreditation also is recognized by the federal government, state departments of public health, insurance carriers and managed care organizations.

IDPH: File A Complaint
The Department investigates quality of care issues, such as allegations of actual or potential harm to patients, patient rights, infection control, and medication errors. The Department also investigates allegations or harm or potential harm due to an unsafe physical (building) environment.
Complaints submitted to this site are limited to hospitals, home health agencies, hospices, end-stage renal dialysis units, ambulatory surgical treatment centers, rural health clinics, critical access hospitals, clinical laboratories (CLIA), outpatient physical therapy, portable X-ray services, community mental health centers, accredited mental health centers (only Medicare Certified), comprehensive outpatient rehabilitation facilities, Free Standing Emergency centers, alternative health care delivery and health maintenance organizations (HMOs).
The Department’s Central Complaint Registry is limited to the mandates provided in the licensing acts, regulations, and federal Medicare Conditions of Participation or coverage for the programs the Department manages.

IDPH: Who Can File A Complaint
Complaints may be filed by, but are not limited to, patients, patient family members, care givers, staff or advocacy groups.
Is the identity of the complainant disclosed?
The identity of the complainant is not disclosed to the facility by the Department. The complainant may provide a name, address and phone number to the Department. This information is required if the complainant would like to receive written notification of receipt of the complaint and notification of the outcome of the complaint investigation. Complaints may be filed anonymously.

IDPH: Who Can File A Complaint
What happens after a complaint is filed? When will my complaint be investigated?
All complaints are logged and reviewed. Complaints are investigated on a priority basis. Depending on the nature, scope, and severity of the complaint allegations, the investigation may take from a few days or weeks, to several months.
