I am inclined to report that the State of Florida sees a greater impact from the Medicaid program than the Medicare program. Medicaid coverage offers a number of advantages and achievements since its inception, one which includes the vast number of individuals under its coverage for disability, mental illness, and vulnerable populations such as children and pregnant women. While rates in the U.S. are still far too high, infant mortality has been significantly reduced from 26 per 1,000 live births in 1960 to 12.6 in 1980 to 7.7 in 1997. Much of this progress is due to Medicaid coverage of pregnant women (Wyatt & Ross, 2018).
The passage of the Affordable Care Act (ACA) was instrumental in protecting consumers, increase access to care, promote health, improve and refocus the health care delivery system, and control costs. ACA was set to be repealed and replaced by the AHCA, but the bill was pulled from the floor in March, and after amending pre-existing conditions, there are more questions than answers relating to the AHCA. With the ACA, the federal government and states share the cost of insuring the poor, and the federal government is picking up almost the entire cost of expanding Medicaid coverage to low-income adults without children in the 30 states (and the District of Columbia) that have chosen to expand their programs (Skinner, 2016). This is where the AHCA failed to meet the standards of coverage. In the AHCA, each state would have a fixed amount of money every year. That amount would increase annually by a percentage linked to the inflation rate and the additional federal funding that covered expanding Medicaid would be eliminated by 2020 (Strech & Sanders, 2017).

Medicare is a federal program that covers approximately 48 million Americans aged 65 or older, as well as nine million younger adults receiving Social Security Disability Insurance (SSDI) benefits. Medicaid is a means-tested program that provided coverage to more than 74 million low-income individuals. It is financed jointly by the federal government and state governments. More than 10 million “dually eligible” individuals receive health insurance coverage from both programs. Both programs provide coverage for most health care services, with Medicare requiring enrollees to cover a greater share of their costs and Medicaid generally reimbursing health care providers less generously.
Medicaid expansion is a bargain for states. Between savings within the Medicaid program and fiscal gains in other areas, the cost of expansion would be more than fully offset in Florida over the first five years of expansion. More than 800,000 Florida residents stand to gain coverage under Medicaid expansion, which would mean improved access, financial protection, and better health outcomes. Expanding Medicaid in Florida would not “bust the budget” but instead could result in savings and fiscal gains that far exceed the costs of expansion. Policymakers face many difficult choices when it comes to health care, but in Florida, the numbers speak for themselves.
Medicaid reimbursed physicians, hospitals, and other health care providers much less generously than did private insurers. Thus, even if a private insurer could significantly lower utilization, it is plausible that spending would increase due to the higher prices that they pay providers. However, some states had Medicaid reimbursement that was comparable to that paid by private insurers. In those states, a reduction in utilization could translate into a reduction in Medicaid spending.

though both Medicare and Medicaid cover many health expenses for the elderly and the disabled in Florida, they are different programs. Medicare is health insurance for the elderly and the disabled or any individual with permanent kidney failure. The Social Security tax contribution majorly funds it. It is mostly entitled to elderly citizens at sixty-five years. Medicaid, on the other hand, is a need-based program whose benefits depend on the financial and medical status of an individual (Cohen et al., 2015).
Medicaid has a more significant impact in Florida State because it covers nursing home care for the elderly and the disabled as long as the individual has met the eligibility requirements of the coverage. Medicare, on the other hand, covers for nursing home care limited to twenty days. Medicare also requires one to co-pay for some of the services (Centers for Medicare & Medicaid Services, 2009).
Medicaid in Florida covers approximately four million low-income children, the elderly, pregnant women and those with disabilities. Medicaid is funded jointly by the federal government and the State. It is the largest healthcare financing source for the elderly and the low-income and disabled individuals in Florida. The program offers several services to those who are eligible such as prescription drugs, mental health treatments and substance abuse treatments. They also enjoy benefits such as physical therapy and dental care. Medicaid has had a great impact in Florida because it has improved healthcare access and health outcomes of those who have enrolled. It has also led to an economic benefit to those covered and the whole society (Fiore, 2017).

Medicare and Medicaid are two separate, government-run programs. They are operated and funded by different parts of the government and primarily serve different groups.
Medicare is a federal program that provides health coverage if you are 65+ or under 65 and have a disability, no matter your income.
Medicaid is a state and federal program that provides health coverage if you have a very low income. If you are eligible for both Medicare and Medicaid (dually eligible), you can have both. They will work together to provide you with health coverage and lower your costs.
Also know that while Medicare and Medicaid are both health insurance programs administered by the government, there are differences in covered services and cost-sharing. Make sure to call 1-800-MEDICARE or contact your local Medicaid office to learn more about Medicare and Medicaid costs and coverage, especially if you are a dual-eligible.
Expanding Medicaid under the Affordable Care Act (ACA) has been critical in reducing the uninsured rate and allowing the most vulnerable people in the country to get access to care. According to the Commonwealth Fund’s 2019 Scorecard on State Health System Performance, Florida ranks near the bottom of all states on measures of access and affordability. It has among the highest rates of uninsured adults, children without a medical home, and preventable hospitalizations for adults ages 18 to 64. Among Florida’s 21 million residents, 2.7 million under age 65 were uninsured (16%) in 2017. Florida alone accounts for almost 10 percent of the nonelderly uninsured in the United States. The expansion could generate savings within Medicaid as some currently enrolled beneficiaries — like pregnant women and adults with disabilities — would convert from traditional Medicaid to the new expansion. These groups have higher health care costs and the increased federal match (90% vs. 61.5% currently) would lead to significant state savings.

The difference between Medicaid and Medicare could be confusing at times, also, their impact and usage by state could fluctuate as well. Although, both programs are designed to help people, senior citizens, and disabled people to cover many health-related expenses, they are different and separate programs. Medicare is a type of health insurance for seniors, disabled individuals, or anyone with permanent kidney failure and is an entitlement program that most senior citizens enroll in at when they reach the age of 65. Medicare is funded by Social Security tax contributions. One needs to have contributed to the Medicare system to be eligible to enroll on it; and it consists of four parts. Applicants might enroll in Original Medicare (Part A and Part B) or choose Part C (Medicare Advantage Plan) and also opt for Part D (prescription coverage)
(FloridaHealthFinder.gov, 2020).
According to Healthinsurance.org (2020), by June 2020, Medicare program enrollment in Florida reached 4,640,169, it accounts for more than twenty percent of the state’s total population vs nineteen percent of the United States population enrolled in Medicare.
On the other hand, Medicaid programs vary from state to state. In the state of Florida, where this future practitioner lives, Medicaid is a needs-based program with benefits determined by the person’s financial and medical position. When it comes to long term care costs for elderlies or disabled people, Medicaid comes to cover nursing home care for those who meet the eligibility requirements for its coverage. On the other hand, Medicare provides coverage for skilled nursing care (SNF) in a nursing home but it is limited to twenty days of coverage. Only under certain circumstances, partially coverage for an additional 80 days might be granted. This is an important coverage distinction between limited skilled nursing home stays and long-term nursing home care (FloridaHealthFinder.gov, 2020). According to the Florida Department of Health, (2020), in the year 2019 there were 3,766,453 enrolments in the state of Florida in the Medicaid program which is about a nineteen percent of the state’s population. By August 2020, there are 3,340,634 persons enrolled in the Medicaid program in the whole State of Florida (AHCA, 2020).

Medicaid has more impact in my state, Florida than Medicare. An estimate of more than 800,000 residents of Florida stands to be covered by the expansion of Medicaid. The new expansion will bring many more benefits to the residents; financial protection, better health outcomes, and improved access. Out of all the other types of health insurance that there are in Florida, Medicaid has proved to be the most successful in reducing poverty rates. Based on a personal level, Medicaid coverage varies with the different points in the lifespan of a person and has also been tied to the mobility of the state’s economy across all generations (Hu & Chen 2018).
Analysis and research have shown that there are some potential channels through which Medicaid coverage could raise the number of employment opportunities in the state and also lower the participation of the state’s government programs. A case example is by the reduction of disruptive health emergencies or improves on them on the contrary. Medicaid coverage has increased the working hours, earnings, and wages of the employees in the state. As a result, the higher earnings will consequently lead to the reduction of the receipts of benefits from ‘social safety net programs.’
Medicaid has proved to be an economic stimulus in that it has helped a lot in supporting the healthcare workers and the healthcare facilities as well. The federal government has boosted the activities of Medicaid in the states through matching the state Medicaid thus spending dollar for a dollar at the minimal, therefore, the result being raking new cash to the states. In summary, the greatest impact of Medicaid in the state is in the economy.

Medicare is an insurance program that involves the payment of medical bills from trust funds contributed by those covered by the program (CMS, 2016). It serves regardless of one’s income together with younger disabled people and dialysis patients. Under this program, patients made contributions towards their treatment via deductibles for the hospital. On the other hand, Medicaid is an assistance program meant for low-income citizens regardless of their ages (CMS, 2016). Under the Medicaid program, patients don’t pay part of the costs for covered medical expenses. However, on some occasions, a small co-payment could be needed.
Medicaid has impacted citizens of Florida state more than Medicare. It is because of the high number of special category people. These include children coming from low-income families, expectant women, adults, seniors, and PLWDs (Xu et al., 2017). Floridians in what is called the “Medicaid gap” are adults with very little earnings qualify for ACA subsidies and are ineligible for Medicaid unless they are from the special category. In the state of Florida, Medicaid has a greater impact due to the high number of citizens that fall in the special category. The program has been so beneficial to millions of low-income and disabled Americans including those residing in Florida state. Medicaid has therefore brought about improved access to healthcare, financial protection, and better health outcomes. Cutting the health program would therefore be a matter of life and death (Xu et al., 2017). Florida State has a very poor score in accessibility and affordability of healthcare. It also has the highest rates of adults without insurance, children without a medical home, and preventable hospitalizations for adults aged between 18 years to 64 years hence the reason why Medicaid is critical.

Medicare or Medicaid- Wish has the greater impact in your stage.
“Medicare and Medicaid are programs to help senior and disabled citizens to cover for health- care expenses, Medicare is a Health Care Insurance for elders, disables patients, or anyone with permanent health damage, it is created by the Social Security tax contributions, and enrollment is after 65 years old.
Medicaid is a needs-based program with benefits determined by individual’s financial and medical position.”
In my opinion, Medicaid, is the one with the greater impact in Florida, our stage, because this is a needs-based health program, Its pay for skilled long term nursing home care for elderly people and disable one through the Medicaid Institutional Care Program, It have a program for Assisting Living Facilities,It is an assistant program to provide access to the health care for low income-family and individuals. AHCA in the agency responsible for the Medicaid and the implementation of new programs to enroll more recipient in the health care plan. In our stage, we have many low-income family, poor people, and illegal immigrants, temporary employees and
many others in needs for Health Insurance coverage.
Government is trying to expand the coverage from Medicaid, this option maybe not increased the expensive from the program but could result in saving because best use and distribution of resources.
