As we learned after reading the Comprehensive Preparedness Guide (CPG201): “Threat and Hazard Identification and Risk Assessment (THIRA)”, evaluating a community’s capability to withstand a major event or incident can be estimated by completing the following four step process:

1. Identify the Threats and Hazards of Concern. Based on a combination of experience, forecasting, subject matter expertise, and other available resources, identify a list of the threats and hazards of primary concern to the community.

2. Give the Threats and Hazards Context. Describe the threats and hazards of concern, showing how they may affect the community.

3. Establish Capability Targets. Assess each threat and hazard in context to develop a specific capability target for each core capability identified in the National Preparedness Goal. The capability target defines success for the capability.

4. Apply the Results. For each core capability, estimate the resources required to achieve the capability targets through the use of community assets and mutual aid, while also considering preparedness activities, including mitigation opportunities.

Context
Description:

A lightning strike causes a 5,000-10,000-acre wildfire threatening 500 residential
and small/medium commercial structures, as well as Critical Infrastructure/Key
Resource (CIKR) sites in the urban interface. Because of this fire, 2,000 persons
are displaced with 500 requiring shelter for a period of three days. There is a
displacement of animals and livestock requiring the establishment of
sheltering/housing specific to this population, no more than 100, for seven days.

Context

A coordinated active shooter incident targeting a local high school of
approximately 1,000 students, using small arms and improvised explosive devices

well as the location of the gunman. There are still student and teachers inside.
