Arrest-Related Deaths Program

Arrest-Related Deaths (ARD) data is collected to calculate and describe the reasoning that is surrounded by civilian deaths that tend to take place during an arrest. It also takes into account the deaths that occur when solely in police custody. The data is collected nationally and it shows data which described the circumstances to the arrest-related deaths. The current ARD program relies on each of the 50 states to identify and report all cases of police arrest-related deaths. The program itself has been enabled since 2003 and between 2003-2011 made improvements to capture data needed but still 41% of estimated homicides by law enforcement were not captured in 2011.

The ARD program included three main purposes while collecting data. Those three purposes were to (1) Identify arrest-related deaths, (2) acquire information about arrest-related deaths, (3) submit a summary of incidents and incident reports. The program used an internet based data collection tool to gain its information on Arrest-Related deaths. Data collection is made on a yearly cycle throughout the year and when the annual data collection is over it is transmitted to BJS for analysis. It is designed to be the national census of civilian deaths when an arrest occurs during any type of interactions with state or local law enforcement officers.

NCRP also known as the National corrections Reporting Program is the main data base that the information is reported to. It collects information from intake to releases. When it comes to prison population it has grown significantly over the last decade. The corrections industry estimates to be a 5.4-billion-dollar industry in the prisons themselves. These costs include bailouts, court fees, and even phone privileges. The main goal for Prison is to be able to rehabilitate the offenders. Another goal is to be there for retribution and deterrence. The current incarceration rate in the United States 2.3 million people as of 2016. As a breakdown the rate is 655 people per 100,000. United States only makes up about 5% of the world population, but we account for 25% of the world population of incarcerations. We also lead the most imprisoners in the world. In 2014, a report from the National research council examined that the two main causes of the issue are due to prison sentences being increased, and the increase of crime in populations.

Capital punishment information is collected annually as part of the National Prisoner Statistics program (NPS-8). This data series is collected in two parts: data on persons under sentence of death are obtained from the department of corrections in each jurisdiction currently authorizing capital punishment, and the status of death penalty statutes is obtained from the Office of the Attorney General in each of the 50 states, the District of Columbia, and the federal government.

NPS-8 covers all persons under sentence of death at any time during the year who were held in a state or federal nonmilitary correctional facility. This includes capital offenders transferred from prison to mental hospitals and those who may have escaped from custody. It excludes persons whose death sentences have been overturned by the court, regardless of their current incarceration status.

These statistics may differ from data collected by other organizations for various reasons: (1) NPS-8 adds inmates to the population under sentence of death not at sentencing, but at the time they are admitted to a state or federal correctional facility; (2) if inmates entered prison under a death sentence or were reported as being relieved of a death sentence in one year but the court had acted in the previous year, the counts are adjusted to reflect the dates of court decisions; and (3) NPS counts are always for the last day of the calendar year and will differ from counts for more recent periods.

Hate Crime Victimization, 2004–2012 – Statistical Tables

The findings from this report came primarily from the Bureau of Justice Statistics’ (BJS) National Crime Victimization Survey (NCVS), which has been collecting data on crimes motivated by hate since 2003.

This report presents NCVS data on the characteristics of hate crimes and hate crime victims from 2003 to 2012. Trend estimates are based on 2-year rolling averages centered on the most recent year. This method generally improves the reliability and stability of estimate comparisons over time. For ease of discussion, the report refers to all 2-year estimates by the most recent year. For example, estimates reported for 2012 represent the average estimates for 2011 and 2012. This report will also show “hate crime motivation and number + rate of hate crimes, crimes involving weapons and crimes that are and are not reported to police.
