I am inclined to report that the State of Florida sees a greater impact from the Medicaid program than the Medicare program. Medicaid coverage offers a number of advantages and achievements since its inception, one which includes the vast number of individuals under its coverage for disability, mental illness, and vulnerable populations such as children and pregnant women. While rates in the U.S. are still far too high, infant mortality has been significantly reduced from 26 per 1,000 live births in 1960 to 12.6 in 1980 to 7.7 in 1997. Much of this progress is due to Medicaid coverage of pregnant women (Wyatt & Ross, 2018).

           The passage of the Affordable Care Act (ACA) was instrumental in protecting consumers, increase access to care, promote health, improve and refocus the health care delivery system, and control costs. ACA was set to be repealed and replaced by the AHCA, but the bill was pulled from the floor in March, and after amending pre-existing conditions, there are more questions than answers relating to the AHCA. With the ACA, the federal government and states share the cost of insuring the poor, and the federal government is picking up almost the entire cost of expanding Medicaid coverage to low-income adults without children in the 30 states (and the District of Columbia) that have chosen to expand their programs (Skinner, 2016). This is where the AHCA failed to meet the standards of coverage. In the AHCA, each state would have a fixed amount of money every year. That amount would increase annually by a percentage linked to the inflation rate and the additional federal funding that covered expanding Medicaid would be eliminated by 2020 (Strech & Sanders, 2017).

More than 800,000 Florida residents stand to gain coverage under Medicaid expansion, which would mean improved access, financial protection, and better health outcomes. Expanding Medicaid in Florida would not “bust the budget” but instead could result in savings and fiscal gains that far exceed the costs of expansion. Policymakers face many difficult choices when it comes to health care, but in Florida, the numbers speak for themselves.

Medicaid reimbursed physicians, hospitals, and other health care providers much less generously than did private insurers. Thus, even if a private insurer could significantly lower utilization, it is plausible that spending would increase due to the higher prices that they pay providers. However, some states had Medicaid reimbursement that was comparable to that paid by private insurers. In those states, a reduction in utilization could translate into a reduction in Medicaid spending.

Medicare is health insurance for the elderly and the disabled or any individual with permanent kidney failure. The Social Security tax contribution majorly funds it. Medicaid, on the other hand, is a need-based program whose benefits depend on the financial and medical status of an individual (Cohen et al., 2015).

Medicaid has a more significant impact in Florida State because it covers nursing home care for the elderly and the disabled as long as the individual has met the eligibility requirements of the coverage. Medicare, on the other hand, covers for nursing home care limited to twenty days. Medicare also requires one to co-pay for some of the services (Centers for Medicare & Medicaid Services, 2009).

Medicaid in Florida covers approximately four million low-income children, the elderly, pregnant women and those with disabilities. Medicaid is funded jointly by the federal government and the State. It is the largest healthcare financing source for the elderly and the low-income and disabled individuals in Florida. The program offers several services to those who are eligible such as prescription drugs, mental health treatments and substance abuse treatments. They also enjoy benefits such as physical therapy and dental care. Medicaid has had a great impact in Florida because it has improved healthcare access and health outcomes of those who have enrolled. It has also led to an economic benefit to those covered and the whole society (Fiore, 2017).

The difference between Medicaid and Medicare could be confusing at times, also, their impact and usage by state could fluctuate as well. Although, both programs are designed to help people, senior citizens, and disabled people to cover many health-related expenses, they are different and separate programs. Medicare is a type of health insurance for seniors, disabled individuals, or anyone with permanent kidney failure and is an entitlement program that most senior citizens enroll in at when they reach the age of 65. Medicare is funded by Social Security tax contributions. One needs to have contributed to the Medicare system to be eligible to enroll on it; and it consists of four parts. Applicants might enroll in Original Medicare (Part A and Part B) or choose Part C (Medicare Advantage Plan) and also opt for Part D (prescription coverage)

In the state of Florida, where this future practitioner lives, Medicaid is a needs-based program with benefits determined by the person’s financial and medical position. When it comes to long term care costs for elderlies or disabled people, Medicaid comes to cover nursing home care for those who meet the eligibility requirements for its coverage. On the other hand, Medicare provides coverage for skilled nursing care (SNF) in a nursing home but it is limited to twenty days of coverage. Only under certain circumstances, partially coverage for an additional 80 days might be granted. This is an important coverage distinction between limited skilled nursing home stays and long-term nursing home care (FloridaHealthFinder.gov, 2020). According to the Florida Department of Health, (2020), in the year 2019 there were 3,766,453 enrolments in the state of Florida in the Medicaid program which is about a nineteen percent of the state’s population. By August 2020, there are 3,340,634 persons enrolled in the Medicaid program in the whole State of Florida (AHCA, 2020).

As a result, the higher earnings will consequently lead to the reduction of the receipts of benefits from ‘social safety net programs.’

Medicaid has proved to be an economic stimulus in that it has helped a lot in supporting the healthcare workers and the healthcare facilities as well. The federal government has boosted the activities of Medicaid in the states through matching the state Medicaid thus spending dollar for a dollar at the minimal, therefore, the result being raking new cash to the states. In summary, the greatest impact of Medicaid in the state is in the economy.

Floridians in what is called the “Medicaid gap” are adults with very little earnings qualify for ACA subsidies and are ineligible for Medicaid unless they are from the special category. In the state of Florida, Medicaid has a greater impact due to the high number of citizens that fall in the special category. The program has been so beneficial to millions of low-income and disabled Americans including those residing in Florida state. Medicaid has therefore brought about improved access to healthcare, financial protection, and better health outcomes. Cutting the health program would therefore be a matter of life and death (Xu et al., 2017). Florida State has a very poor score in accessibility and affordability of healthcare. It also has the highest rates of adults without insurance, children without a medical home, and preventable hospitalizations for adults aged between 18 years to 64 years hence the reason why Medicaid is critical.

AHCA in the agency responsible for the Medicaid and the implementation of new programs to enroll more recipient in the health care plan. In our stage, we have many low-income family, poor people, and illegal immigrants, temporary employees and

many others in needs for Health Insurance coverage.

Government is trying to expand the coverage from Medicaid, this option maybe not increased the expensive from the program but could result in saving because best use and distribution of resources.
