It may seem to you that healthcare has been a national topic of debate among political leaders for as long as you can remember.
Healthcare has been a policy item and a topic of debate not only in recent times but as far back as the administration of the second U.S. president, John Adams. In 1798, Adams signed legislation requiring that 20 cents per month of a sailor’s paycheck be set aside for covering their medical bills. This represented the first major piece of U.S. healthcare legislation, and the topic of healthcare has been woven into presidential agendas and political debate ever since.
As a healthcare professional, you may be called upon to provide expertise, guidance and/or opinions on healthcare matters as they are debated for inclusion into new policy. You may also be involved in planning new organizational policy and responses to changes in legislation. For all of these reasons you should be prepared to speak to national healthcare issues making the news.
In this Assignment, you will analyze recent presidential healthcare agendas. You also will prepare a fact sheet to communicate the importance of a healthcare issue and the impact on this issue of recent or proposed policy.
To Prepare:
· Review the agenda priorities of the current/sitting U.S. president and the two previous presidential administrations.
· Select an issue related to healthcare that was addressed by each of the last three U.S. presidential administrations.
· Reflect on the focus of their respective agendas, including the allocation of financial resources for addressing the healthcare issue you selected.
· Consider how you would communicate the importance of a healthcare issue to a legislator/policymaker or a member of their staff for inclusion on an agenda.

Part 1: Agenda Comparison Grid
Use the Agenda Comparison Grid Template found in the Learning Resources and complete the Part 1: Agenda Comparison Grid based on the current/sitting U.S. president and the two previous presidential administrations and their agendas related to the public health concern you selected. Be sure to address the following:
· Identify and provide a brief description of the population health concern you selected and the factors that contribute to it.
· Describe the administrative agenda focus related to the issue you selected.
· Identify the allocations of financial and other resources that the current and two previous presidents dedicated to this issue.
· Explain how each of the presidential administrations approached the issue.

Use this Agenda Comparison Grid to document information about the population health/healthcare issue your selected and the presidential agendas. E-Cigarette Vaping among youth and young adults. (2000 to present)
Describe the Population Health concern you selected and the factors that contribute to it.
E-Cigarette vaping is increasingly common among youths, and clinicians, families are often unsure how to discuss the epidemic with the teens. The most common type of E-Cigarette is “Pod Mod”- JUUL. JUUL is an E-Cigarette or electronic cigarette, which means it vaporizes nicotine (instead of burning it like traditional cigarettes) and is battery charged. Vaping has become one of the most significant public health issues, and at the center of it is San Francisco-based e-cigarette company, Juul, which has gained popularity, especially among teenagers for its sleek design and easy-to-use pods, JUUL devices are small, rechargeable,
battery-powered e-cigarettes which aerosolize liquid solutions containing glycerol, propylene glycol, natural oils, extracts and flavor, nicotine, and benzoic acid (JUUL, 2019). Other factors that contribute to the use of E-Cigarette are user-friendly function, desirable characteristics, and the capability to be used discreetly in places where smoking is forbidden. The U.S. market in 2015 first introduces the E-cigarette, which first enters the U.S. market in 2006 as a smoking cessation tool and a safer alternative (Matthew, Tracy, Lindsay, 2019). Since the introduction o the E-Cigarette in 2015, it has been a public health concern that draws more attention to the youths, the families, states, Federal level. Short term adverse effect associated with E-Cigarette includes throat and mouth irritation, headache, dry cough, nausea and cardiovascular effects of elevated heart rate, diastolic blood pressure and the respiratory problem with long term effect of lung cancer as a result of reducing the pulmonary immune function (Matthew, Tracy, Lindsay, 2019).

President Trump’s administration is considering limiting the youth access of E-Cigarette to increase the legal age for buying vaping products from 18-21 years of age. Thought, the president is still skeptical about the ban of cigarette vaping for now, but considering other options on youths not to use the e-cigarette until legal age. For the adult, E-cigarette intends for adult smokers to quit the regular cigarette due to the health complications (White House, 2019).
The federal government under President Obama announced sweeping new rules that require the devices and their ingredients to be reviewed, a mandate that could offer protection for consumers and upend a multibillion-dollar industry that has gone mostly unregulated (Fox New, 2006). For brands to stay in the market, regulators will check the e-cigarettes’ design and the liquid nicotine they contain (FDA, 2016).
The Imminent economic harm beat the threat of injury to the public as the story started during the administration of President George Bush (White House, 2008). The FDA detained early batches of e-cigarettes because they appeared to be unapproved medical devices designed to deliver the drug nicotine (White House, 2008).

Eight million premature deaths have averted, and 175 million years of life have saved over a half-century as a result of those interventions. Yet, tobacco use continues to cause 443,000 premature deaths a year and $96.8 billion in productivity losses in the United States alone (Aditya, Farzane, Sabrina, Luca
Curr, 2019).

President Trump has been very skeptical of the ban of E-Cigarette until recently that the health concerns and the death toll increased among middle school and high school students. President Trump and the First Lady talked for the youths and young adults, including their son, on to improve the legal age of buying any cigarette from 18 to 21 years of age.
President Obama’s administration was not to band the e-cigarette but to support the introduction of e-cigarette into the American market to reduce the addiction to regular cigarettes which have more health concerns like Lung cancer than the e-cigarette.
