Introduction
Small Business Administration (SBA) centers, particularly in the United States, are
established to enable entrepreneurs to access resources to start their businesses. The learning
centers provide support based on three C’s, which include Capital, Contracting, and counseling.
As a public administrator at the SBA learning center, I will provide a comprehensive report
concerning our learning center concerning the type of capital, contracting, and counseling
programs paramount to the success of small businesses across the globe and particularly in the
United States. The information in this newsletter will also be available in the learning center’s
website portal. People with any question concerning information about the organization will
have to access the information from the portal.
The SBA learning center plays a critical role in strengthening its competitiveness by
exposing the general public to evidence-based information from research and development
(Craig, Jackson III & Thomson, 2007). The organization’s mission is to ensure there are enough
resources and education programs that help businesses strive even when there is uncertainty,

such as the emerging of COVID-19. The centers also have established systems to facilitate the
education of emerging technologies critical in developing and implementing new technologies in
business environments.
Purpose of the SBA Learning Center
The main purpose of establishing the learning center is to create a platform for accessing
capital to start or expand small businesses among small entrepreneurs. Over the last few decades,
the organization has realized that most people cannot start or expand their business despite the
noble entrepreneur skills they may have due to the challenge of acquiring loans in the
conventional loan market. The SBA learning center will provide loans to the public at lower
interest rates than the conventional market to enable needy people to expand their small
businesses.
Secondly, through the collaboration with the federal government, which aims to provide
twenty-three percent of the federal contracting dollars to small and medium enterprises, we shall
be able to play a critical part in enhancing training to small business owners and contracting
officers (Yallapragada & Bhuiyan, 2011). Thirdly, the learning center has employed more than
five hundred technical assistance providers and counselors to provide training and counseling to
entrepreneurs. The entrepreneurial programs in the learning center will provide training based on
evidence research programs.
The other main purpose of the learning center is to enhance invention and innovation to
support infant industries and increase their competitiveness in the global market. The invention
and innovation training will enable small businesses to integrate new technologies to analyze
potential markets and enhance effective methods in advertising their products. The learning

center has well-laid structures to support high growth-potential small and medium enterprises
and trail-blazing research. The learning center is purposed to assist enterprises in expanding their
export sales. Additionally, the learning center has a pool of resources to support enterprises such
as non-profit organizations, renters, and homeowners during uncertain circumstances such as
pandemics.
Overview of SBA’s grants and contract vehicles
To encourage more members to register to the learning center, we have various grant
categories and contract vehicles. Based on the grants, we have two major categories of grants
which include Small Business Innovation Research (SBIR) Awards and Small Business
Technology (STTR) awards as the main grants in our institution (Gianopoulos, 2019).
Enterprises with more than a hundred million annual revenue will be required to contribute two
percent of their revenue for research and development under SBIR. The learning center will
monitor and oversee the grant process within the organization.
Under SBIR, there will be a grant for a hundred thousand dollars to six companies that
have successfully implemented new technologies taught to small businesses from our
institutions. The grant will be provided twice a year. The grant is provided the learning
institutions to encourage small business to learn the new technologies and apply in the real
business scenario. Based on the STTR, grants will be provided based on how effectively an
organization has collaborated with a non-profit research institute. The grant will be available to
ten best enterprises that have implemented technological innovation through researches
facilitated by education institutions, non-profit science, or federal laboratories. Ten best
enterprises will be provided with a hundred thousand dollar grant twice a year. The policies

under STTR again require an organization with more than a revenue of more than a billion
annually to contribute one percent of their revenue to support the program.
As a result of a large pool of resources, the learning center will rely on large automotive
manufacturing companies such as Toyota to purchase many vehicles to access the quantity
discount. The discount will enable the learning center to offer those cars as contract vehicles at
favorable terms and conditions. The contract vehicles will purposely be designed to help small
businesses conduct their activities such as transportation of raw materials to their industries and
conveying finished products to customers.
Courses available to the public
Learning center has various courses that will enable the organization to offer quality
knowledge to the people aiming to start their businesses and expand their enterprises. Other
courses will enable the organization to facilitate effective management styles to individuals will
poor management policies in their organizations.
The first course offered in the organization is business analytic (Oztekin & Khan, 2014).
The course will enable entrepreneurs to make a more accurate analysis concerning the expenses
and the profit associated with a particular organization. The course allows organizations to use
emerging technologies to analyze massive data by an organization, particularly when an
organization is advancing, thus attracting more customers and more organization data.
The learning center is also offering ocean strategy courses. The course will enable
entrepreneurs to become the world’s market leaders by developing and unexploited markets in
the Blue Ocean era. The center will also course on accounting, enabling organizations to perform

accounting courses by integrating new technologies that support simple, accurate, and timely
data in an organization.
Strategic communication in management is also another course that will be offered in the
learning center. Due to advancements in technology that enable businesses to conduct
transactions even to foreign countries, effective communication strategies are essential.
Plan for online courses attendance
Many institutions are offering online courses across the globe. The learning center has
taken proactive measures to ensure it remains competitive in offering online courses during its
education programs. Our institution’s target market is adult individuals who have already
established their businesses or young people who have graduated with different courses that are
not related to business. Most individuals under this category are busy and may lack time to travel
to the learning institution’s physical location to attend classes.
To deal with an increase of online courses, we will employ many educators who will
offer their services at different intervals during the day and at night for those individuals who
will be busy doing their businesses during the day. Secondly, we shall implement technologies
such as teleconferencing to enable many students to conduct their discussions at the same time.
Again we shall training, and online courses are also conducted on weekends for those students
who buy throughout the weekdays.
Based on the technical challenges such as losing student’s data through cybersecurity
crime, the organization will implement emerging technologies such as cloud computing (Bennett
& Monds, 2008). Cloud computing technology will enable the organization to gather, store and
analyze students’ data. The technology is effective in providing timely information on demand.

The organization will also install power back such as generators and solar panels in case of
power challenges in the learning institution.
Before implementing the online classes, we shall expose our students who are computer
illiterate to basic computer knowledge to acquire skills to log in for online classes, browsing for
study materials, and how to use applications meant for online classes. The learning center will
also provide learners with quality laptops to a student through credit and hire purchase terms to
enable them to conduct online classes effectively.
Conclusion
Small Business Administration (SBA) is committed to supporting small enterprises to
integrate emerging technologies to improve efficiency, innovation, and communication in their
business operation. The learning center will also provide businesses with loans, grants, and
contract vehicles to support their operations. Therefore, I encourage all the interested persons to
